Statement Regarding Minor Football in Prince George and the Prince George Kodiaks

Football British Columbia (“Football BC”) has been made aware of an erroneous public statement by a representative of the Prince George Kodiaks indicating that Football BC will be insuring and/or affiliating with their minor football program.
We are also aware that members of the local football community have questions about why Football BC has chosen to launch the Northern Development Initiative rather than affiliate with and insure the Kodiaks minor football program. Football BC is providing the following background and clarification in the interest of transparency.
Since 2022, the leadership of the Prince George Kodiaks Football Club has chosen to operate minor football programming, including tackle and flag football, outside the governance and insurance structure of Football BC. Based on publicly available information, this programming has included, but may not be limited to:
This decision resulted in a fundamental disagreement between Football BC and the Prince George Kodiaks Junior Football Club regarding the obligations of Football BC member clubs. Specifically, the junior club is affiliated with Football BC through its membership in the British Columbia Football Conference (“BCFC”), while also choosing not to register its minor football players with Football BC, as is required of affiliated clubs.
The Prince George Kodiaks Junior Football Club and the BCFC took the position that the Kodiaks minor football program was a separate program operated independently from the junior club. Football BC does not agree with that position.
Football BC’s concerns increased when we were made aware of challenges the Kodiaks reportedly faced in obtaining tackle football insurance for their minor program, as well as the potential for gaps in the insurance coverage that was ultimately obtained by the Kodiaks Junior club.
As a result, Football BC communicated its concerns regarding potential liability associated with operating a minor tackle football program under an insurance policy that may not expressly provide coverage for tackle football. These concerns were communicated to the relevant stakeholders, including the leadership of the Prince George Kodiaks, facility booking staff with the City of Prince George, and the BCFC.
Football BC has never received a copy of the insurance policy that provided coverage to the minor football program operated by the Prince George Kodiaks. Accordingly, Football BC has not been, and is still not, in a position to confirm whether appropriate insurance coverage was in place for that program.
Given the ongoing lack of transparency from the Prince George Kodiaks regarding insurance coverage and the absence of documentation confirming appropriate coverage, Football BC does not believe there is a proper foundation for affiliation, provision insurance coverage, or collaboration with the Kodiaks Minor Football program.
Football BC remains committed to supporting the growth and development of football in Northern British Columbia. The Northern Development Initiative has been created to provide a safe, transparent, and properly governed pathway for young athletes, families, coaches, and volunteers in the region. Football BC will continue to prioritize participant safety, proper governance, and appropriate insurance coverage in all sanctioned football programming.
